A border integration model has been developed that can be adapted to trade integration schemes, including processes for the formation of customs units. This World Customs Organization model is based on trade facilitation and border control measures in a coordinated manner between fiscal and parafiscal control entities to reduce transit time and cost and ensure effective and efficient control of people and goods. It consists of the scope of interoperability and harmonization of border processes.
Main objective: Develop and implement a computer system that facilitates the control of the flow of processes of the institutions, identification of means of transportation, security devices with radio frequency identifiers (RFID), integration and traceability of the results of the analysis and risk management, of the control institutions that are in the border control posts of Nicaragua.
Specific objectives:
- Identify and develop, together with each institution, risk indicators and profiles that affect operations at border checkpoints.
- Design the model of the Integrated Risk Management System, defining the technological components required for the linkage and operation of the whole system.
- Design, develop and implement the software interfaces necessary for the interaction of the system with the biometric devices, the system of cameras for license plate and container recognition, the RFID reader system, the system for the passage of means of transportation, interaction with the systems of the institutions that operate at the Nicaraguan border checkpoint.
- Develop user manuals for the Integrated Risk Management System and guarantee the management of the system throughtraining for the institutions’ employees.
Use will be made of the J2EE programming platform, using libraries and tools such asrules engines using Drools, Data Mining techniques (more specifically machine learning) using Weka, dashboards with JSCharts, iReport, displaytag, etc. Data persistence engines such as MyIbatisor Hibernate, presentation frameworks based on CSS3, HTML5, Javascript such as Bootstrap, Jquery, AngularJs, … and interoperability buses based on Mule.
